
      The CALIFORNIA HIGHWAY PATROL is a State Police Agency and as such, it already has jurisdiction anywhere in the State.
      That is no excuse however to push its patrol car officers into city jurisdictions for the writing of tickets.
      The CHP is attempting to spread its power, and in doing so; its officers appear to be more interested in writing tickets abundantly in city jurisdictions than on the State highways where they ought to be working.
      I see CHP squad cars everywhere writing tickets in city jurisdictions equally if not more so than the city patrols. In doing so, the CHP seems to be suspiciously gathering revenue from ill gotten gain in writing so many tickets that are certain to trouble the driving records of many motorists and their insurance rates.
      In making so many CHP officers profitable from what is becoming a State of illegal taxation upon motorists to expand their force, the CHP is not only lessening the quality of policing the public needs on the dangerous freeways; which I know is work they do not want to do, and is also infringing on the job descriptions of city patrol officers.
     
The problem for a Governor to step in a restrain the CHP is the potential loss of police endorsements for re-election. Its a hot potato
politically so far that neither party wants to bring up. But once again, a Federal Police Watchdog Agency could come in a fix a lot of
these unjust occurences taking place in the policing of Americans by Americans.
